From spreadsheets to Enterprise Resource Planning (ERP) systems and everything in between, digital tools have become essential to how governments manage public finances. Despite significant investment, the benefits of these tools are sometimes difficult to measure, and their shortcomings often emerge only when they fail. A key part of the problem is that technology decisions are frequently made without fully considering the needs of actual users — civil servants in service delivery ministries, departments, agencies, and users at the local government and facility level.
